The applicant must meet the following criteria before they are eligible to submit a Canberra Matrix for ACT nomination of a Skilled Nominated (Permanent) subclass 190 visa.
The applicant must be residing in Canberra for at least six months immediately before the date of Matrix submission and continuing until date of any invitation. The residence is defined as living and settled in Canberra. Visiting Canberra for short periods does not meet the residence criteria.
Nominated occupation
Nominated occupation is open on the ACT Occupation List at date of Matrix submission.
Occupation caveats: certain open occupations on the ACT Occupation List have an employment caveat. If you do not comply with a caveat e.g. have an employment contract valid for at least one year at date of Matrix submission, the occupation is deemed to be closed and you are not eligible to complete a 190 Matrix.
Employment Caveat. Minimum one year ACT employment contract in the nominated occupation with an Australian medium to large enterprise (50 plus employees) located in the ACT; or
Academic appointment (Level B to E) at an ACT tertiary institution.
or
Primary holder of a subclass 457/482 :
The primary holder of a subclass 457/482 visa sponsored by an ACT employer:

The applicant have at least five years continuous ACT residence immediately before the date of matrix submission (and continuing until date of invitation). they may be working in any occupation. their nominated occupation may be open or closed on the ACT occupation List.
The applicant must be working fulltime for an ACT employer in Canberra for at least six months at date of matrix submission.
If the applicant nominating an ANZSCO Major Occupation Group 1 (Managers) or Group 2 (Professionals) occupation, they must have a current English test result that meets the Home Affairs level of ‘proficient’ or ‘superior’ English.
If the applicant including a spouse/partner and/or children in your application and they are in Australia, they must have lived in Canberra for the six months immediately before the date of Matrix submission. If they are not living in Canberra, you must attach evidence that they are living overseas.
If the applicant wish to claim Matrix points for a spouse/partner, they must have evidence of the relationship: either a marriage certificate, civil partnership/union registration, or VEVO (Visa Entitlement Verification Online) secondary applicant status for themself or spouse/partner. The document must be dated before the Matrix is submitted.
If the applicant wish to claim Matrix points in the spouse/partner employment category, their spouse/partner must hold a current English test result with a competent or higher level of English; or hold an Australian or valid passport as defined by Home Affairs.
The applicant must sign a Statutory Declaration committing to live in Canberra during the ACT nomination / visa application process; and continue living and working in Canberra for at least two years from date of visa grant

The applicant must meet the following criteria before they are eligible to submit an Overseas Matrix for ACT nomination of a Skilled Nominated (Permanent) subclass 190 visa.
The applicant must be a resident overseas for at least 12 months. they are not eligible for ACT nomination if they, their spouse/partner or children are living or have lived in another Australian state or territory within the last twelve months at date of matrix submission.
Employment contract
A minimum one year ACT employment contract in an open nominated occupation. The offer of employment must be with a medium to large enterprise (50 plus employees) located in the ACT; or a paid employment contract for an academic appointment (level B to E) at an ACT tertiary institution.

ACT residence
At least five years previous ACT residence within the last eight years. The period of ACT residence must have been continuous up until the date of departure from Australia. Their nominated occupation may be open or closed on the ACT occupation List:
The applicant's skills and at least 12 months continuous experience (within the last three years) in the nominated occupation must be relevant to the ACT economy. Experience in heavy industry, manufacturing, production, mining; shipping, gas and oil; head office banking and railways for example, are not generally considered relevant industries given the structure of the ACT economy, which is primarily knowledge-based.
The applicant must have a current English test result that meets the Home Affairs level of ‘proficient’ or ‘superior’ English.
If the applicant including a spouse/partner and/or children in your application and they are in Australia, they must have lived in Canberra for the six months immediately before the date of Matrix submission. If they are not living in Canberra, you must attach evidence that they are living overseas.

The applicant must demonstrate employability in Canberra by providing evidence of research into sufficient ACT employment opportunities in their nominated occupation, relevant to their skill set and experience
The applicant must have access to sufficient financial assets to fund their migration and settlement in Canberra while they seek employment. They need to be realistic about employment expectations once they arrive in Canberra as it can take, on average, up to six months to secure employment. This timeframe is only indicative, as the economy and employment market can vary considerably throughout the year.

The Matrix needs to be completed for both ACT 190 nomination and ACT 491 nomination. Matrix will automatically expire six months after submission if an invitation is not issued. Once a Matrix has lapsed, it cannot be reactivated.
Migration agents acting on behalf of a client must register and create an agents account.

Canberra residents - The applicant is eligible to apply for ACT streamlined PhD nomination if they have:
Interstate resident - If the applicant are living in another state orterritory, they are eligible to apply for ACT streamlined PhD nomination if they were awarded a PhD from an ACT university within the last two years.
Overseas applicant - If the applicant are living overseas, they are eligible to apply for ACT streamlined PhD nomination if they were awarded a PhD from an ACT university within the last two years.
